Executive Leadership in Information Resources Management-Defense Executive:

Gary L. Winkler, Program Executive Officer for Enterprise Information Systems, Under Secretary of the Army

Presented for outstanding executive leadership in government–wide Information Resources Management. The AFFIRM Executive Leadership Award has been presented annually since 1979 and is the highest and most prestigious AFFIRM award. Unquestionable and evident leadership at the Government-wide level.

Executive Leadership Award for Industry:

Donna Morea, President U.S., India, Europe and Asia, CGI

Presented for superior leadership in business and technology while successfully coordinating challenges for the improvement and implementation of government-wide information technology resources. Unquestionable and evident leadership at the Industry-wide level.

Leadership Award for Service to the Citizen:

Jeffrey Levy, Director Office of Web Communications, Associate Administrator for Public Affairs, Environmental Protection Agency and H. Giovanni Carnaroli, Associate Chief Information Officer for Information Technology Policy Oversight, Office of the Chief Information Officer, U.S. Department of Transportation

Presented for excellence in management information technology for improved services to the citizen.

Leadership Award in Acquisition and Procurement:

Mary A. Davie, Assistant Commissioner, Office of Assisted Acquisition Services, General Services Administration

Presented for excellence in government information services for acquisition and procurement improvement and effectiveness.

Leadership Award for Service to the Country:

Henry Chao, Chief Technology Officer, Office of Information Services, Centers for Medicare and Medicaid Services (CMS), U.S. Department of Health and Human Services

Presented for excellence in government information services improvement or effectiveness on a national level by leveraging information for mission accomplishment.

Leadership Award for Innovative Applications:

Michelle Whitehead, Chief Logistics Officer of the Department of Veteran’s Affairs, Veterans Integrated Service Network, VA and Lt. Col. William Moschelle, Program Manager, Defense Medical Logistics Standard Support–Wholesale (DMLSS-W) Division at the Defense Supply Center Philadelphia

Leadership in Service to the Government IT Community:
