Robert Brese Acting Deputy Chief Information Officer, DOE |
Mr. Brese is the Acting Deputy Chief Information Officer (CIO) for the Department of Energy. Mr. Brese provides leadership, establishes policy, and maintains oversight for the information technology investments that support the diverse portfolio of programs across more than 30 National Laboratories and Production Facilities.
Previously, Mr. Brese was the Deputy CIO for Information Technology for the National Nuclear Security Administration, where he was responsible for the functional accountability and governance of $1.5 billion of investments in information technology (IT) across the NNSA enterprise, including three National Laboratories, four Production Plants, the Nevada Test Site, and the NNSA Service Center. Additionally, he leads the NNSA’s Enterprise Architecture, Capital Planning and Investment Control, Records Management, and Federal IT services program.

David McClure Associate Administrator, Office of Citizen Services and Innovative Technologies, GSA |
Dave McClure was appointed as the Associate Administrator of the U.S. General Services Administration Office of Citizen Services and Communications effective August 24, 2009. In 2010, the office was re-established as the Office of Citizen Services and Innovative Technologies.
As Associate Administrator, McClure advances GSA’s responsibilities in serving the American people through open and transparent government initiatives to provide increased government accessibility to the public. McClure also identifies and applies new technologies to improve government operations and service delivery.
The Office of Citizen Services and Innovative Technologies is a powerful advocate for making government operations more open, transparent, and participatory. Through the use of innovative technologies, the office connects the public to government information and services through various channels, including collaborative and public dialogue tools, call centers, and other emerging new media and citizen engagement technologies. As part of this effort, the office runs the award-winning and recently re-designed USA.gov, the official website of the federal government As well as Data.gov. In addition, he oversees the Federal Cloud Computing PMO which is responsible for implementation and evolution of the Apps.gov web site, creation of FedRamp (a governmentwide security accreditation, certification, and authorization program), and governmentwide data center consolidation.
McClure most recently served as the managing vice president for Gartner Inc.’s government research team. There, he managed the global government research agenda and analyst support, and was lead researcher on government information technology management practices. McClure also served on the Obama-Biden transformation, innovation, and government reform transition team, which examined federal agency IT plans and status for the incoming administration.
Before working at Gartner, McClure served as vice president for e-government and technology at the Council for Excellence in Government. Previously, McClure had an 18-year career with the Government Accountability Office, where he conducted wide-ranging reviews of major systems development and IT management capabilities in almost all major Cabinet departments and agencies. He also served as ex-officio member of the Federal Chief Information Officer Council from its inception in 1996 through 2001.
McClure has also provided key input on major federal government IT reform legislation, such as the Clinger-Cohen Act of 1996 that created federal government CIOs and IT business-case requirements, and the e-Government Act of 2002. He is a three-time winner of Federal Computer Week's "Top Federal 100" (1998, 2001, and 2004) for impact on government IT directions and improvements. He was elected a Member of the National Academy of Public Administration in 2009 and received AFFIRM’s 2010 Government-wide IT Leadership Award.
McClure received his Bachelor of Arts and a master's degree in political science from the University of Texas, and a doctorate in public policy from the University of North Texas. He also completed post-graduate work in IT management at Harvard and George Washington universities.

Todd Park Chief Technology Officer, HHS |
Todd Park joined HHS as Chief Technology Officer in August 2009. In this role, he is responsible for helping HHS leadership harness the power of data, technology, and innovation to improve the health and welfare of the nation. Mr. Park co-founded Athenahealth in 1997 and co-led its development over the following decade into one of the most innovative, socially-oriented, and successful health information technology companies in the industry. Prior to Athenahealth, he served as a management consultant with Booz Allen & Hamilton, focusing on health care strategy, technology, and operations. Mr. Park has also served in a volunteer capacity as a Senior Fellow at the Center for American Progress, where he focused on health IT and health reform policy, and as senior health care advisor to Ashoka, a leading global incubator of social entrepreneurs, where he helped start a venture to bring affordable telehealth, drugs, diagnostics, and clean water to rural India. Mr. Park graduated magna cum laude and Phi Beta Kappa from Harvard College with an A.B. in economics.

Chris Smith Chief Information Officer, USDA |
Chris Smith serves as the Chief Information Officer for USDA with executive leadership responsibility for all USDA Information Technology Investments, Operations and Management. Mr. Smith provides leadership for USDA's IT Architecture, IT Policy, Cyber Security Operations and the Department's operational portfolio including Network, Enterprise Data Centers, International Technology Services, and Innovations group.
Mr. Smith joined OCIO in January 2008 and served as Associate Chief Information Officer for Integration and Operations and Deputy Chief Information Officer position to coordinate the efforts of OCIO operations: National Information Technology Center, Telecommunications Services and Operations, and International Technology Services.
Before joining the OCIO leadership team Mr. Smith served USDA as Chief Information Officer for Rural Development where he provided leadership and executive strategic direction for the Rural Development IT portfolio supporting more than $96 billion in active loans and grants.
Prior to joining Rural Development, Mr. Smith served as the IT Director to the Chief Financial Officer of the United States General Services Administration. In this position, he led shared services IT operations and operated one of four named Financial Management Lines of Business Centers of Excellence and one of four named ePayroll operations within the Federal Government. Additionally, Mr. Smith is a Reserve Air Force Communications Officer who has led multiple tactical communications missions around the globe.
Chris Smith was born and raised in Northern Virginia where he currently resides with his wife and two children. He received his Bachelor of Arts Degree in International Studies and his Master of Public Administration Degree from the University of South Florida. Additionally, Mr. Smith holds a Master of Science Degree in Management Information Systems from George Washington University.

Eduardo Velez Special Assistant for Architectural Infrastructure, PEO EIS |
Mr. Eduardo Velez has worked for the Department of the Army’s Program Executive Office, Enterprise Information Systems (PEO EIS) since 1998. He is currently serving as Special Assistant for Architectural Infrastructure, analyzing the Army’s network infrastructure requirements for the next decade. Prior to this special assignment, he was Chief Information Officer and Portfolio Integration Officer and for Enterprise Technology. Previously, he was PEO EIS’ Chief Technology Officer responsible for Information Assurance, System Engineering and Force Integration.
Mr. Velez joined the US Army Communications-Electronics Command (CECOM), Fort Monmouth, NJ, in 1980 after working in private industry. He held branch chief and division chief positions in CECOM prior to transferring to the CECOM Research, Development & Engineering Center (RDEC) in 1990.
While with the RDEC, he was assigned to PM SATCOM as the Project Leader for the AN/TSC-85 & 93 Tactical Satellite terminals. In 1994 he became the Project Leader for PM Milsatcom’s STAR-T/T3(H) program which awarded a contract for SHF Satellite terminal production to Raytheon.
In 1998, he transferred to PM Defense Communications and Army Transmission Systems (DCATS) where he worked on terrestrial transmission programs serving as the APM for Defense Wide Transmission Systems and then APM for the Wideband Gapfiller Satellite (WGS). As the APM WGS, he represented the PM at Los Angeles AFB, El Segundo CA. In 2000, he was promoted to the position of Program Director for Space Systems with the CECOM RDEC, managing the R&D efforts for satellite and UAV communications systems. Mr. Velez returned to PM DCATS in 2002 as the Deputy Project Manager to continue a career in systems acquisition.
Mr. Velez holds a Bachelor of Science Degree in Electronics Engineering from Monmouth College in West Long Branch, NJ, and graduated from the Defense Systems Management College Program Managers Course in 1994.

Francis Rose Host of “In Depth with Francis Rose,” 1500 AM Federal News Radio (Moderator) |
Francis Rose, host of “In Depth with Francis Rose,” joined Federal News Radio in 2006 as the producer and news anchor of the station’s morning drive program.
He has a broad range of experience, having covered all three branches of the Federal government as a broadcast journalist since 1998. As the host of “In Depth,” Francis has created several high-profile series including “The Federal Drive News Countdown.” This is a live weekly recap of the most important news stories chosen by members of the Federal community.
Francis’ 25-year broadcast career includes positions with ABC Radio, CBS Radio and Westwood One. Before joining Federal News Radio, he covered the executive and legislative branches of government as a host and anchor on C-SPAN Radio. While at the network, he hosted the weekly "Supreme Court Oral Argument" and produced and hosted countless long-form historical programs, including an acclaimed retrospective on the 50th anniversary of the Army-McCarthy hearings.
Francis enjoys and maintains involvement in the Federal community as a host of panel discussions and live broadcasts from events throughout the Washington area such as FOSE. He studied English at York College of Pennsylvania and Towson University. Francis lives in Maryland with his wife and son.
