Federal Railroad Administration

Margaret “Peggy” Reid has served as Associate Administrator for Financial Management and Administration for the Federal Railroad Administration (FRA) since 2002.  She directs and coordinates Information Technology, Human Resources, Financial Services, Budget, and Acquisitions and Grants programs and services of the FRA, both in Headquarters and in the eight Regional Offices. 

As Chief Information Officer, Chief Financial Officer, and Chief Human Capital Officer, she is also responsible for coordinating the implementation of government-wide and Department of Transportation management reforms.  These include the following major crosscutting initiatives established in the President’s Management Agenda: 

  • Improving financial performance
  • Strategic management of human capital
  • Commercial services management
  • Budget and performance integration
  • Expanding electronic government.


Ms. Reid joined the FRA in 1978 after serving in the Office of the Secretary of Transportation.  Prior to her current position, Ms. Reid has served in the FRA as Director of Human Resources, with full responsibility for developing and administering all HR programs in FRA, and has also served as Acting Director, Office of Information Technology and Support Systems with responsibility for directing the budget and planning of all information resources management, facilities, and telecommunications.

Ms. Reid graduated magna cum laude from the University of Maryland with a B.S. degree in Business.  Ms. Reid  also has an A.A. Degree in Communications from George Washington University, and is a 1999 Graduate of the Federal Executive Institute. 

Ms. Reid was a recipient of the Meritorious Presidential Rank Award in 2008.  Less than five percent of SES executives receive Meritorious Presidential Rank Awards.  Other rewards Ms. Reid has received include the Secretary’s Award for Excellence and the Department’s Meritorious Achievement (Silver Medal) Award.  She has also been selected as one of the “Extraordinary Women of DOT” in 1997.

Ms. Reid, her husband Bill, and son Tim make their home in Bowie, Maryland.
