Speakers

John M. Gilligan, President, The Gilligan Group, Inc.
John M. Gilligan is president of the Gilligan Group, Inc., an IT consulting firm. Prior to his current position he was a senior vice president and director, Defense Sector, at SRA International, Inc. John has over 25 years of managerial experience in leading large information technology organizations. He has expertise in business strategy, organizational innovation, program implementation, and IT Security.

John has served as a chief information officer for the United States Air Force and the U.S. Department of Energy. He was program executive officer for battle management and command and control for the Air Force. He is a member of the Cyber Security Commission (formed to advise the 44th President).He serves as Chairman of the boards of directors for the Center for Internet Security and for HDT Engineered Technologies, Inc. He is also on the boards of Schafer Corporation, the Software Engineering Institute, and the Armed Forces Communications and Electronics Association. John has been a recipient of the Joint Chiefs of Staff Distinguished Civilian Service Medal, Distinguished Executive Presidential Rank Award, Meritorious Executive Presidential Rank Award, and Computerworld’s Premier 100 IT Leaders to name a few. He earned an M.S.E. in Computer Engineering from Case Western Reserve University and an M.B.A. in finance from Virginia Tech University.

Holly Ridgeway, Deputy Chief Information Security Officer, Director, Justice Security Operations Center, Department of Justice
Holly Ridgeway is currently the Deputy Chief Information Security Officer and the Director of the Justice Security Operations Center for the Department of Justice. Mrs. Ridgeway has over 13 years of information technology experience, serving in different IT Security roles in Department of Justice components for the past five years. Her most recent position was IT Security Director at the Office of Justice Programs. Previously at the FBI, she held the positions as Watch Commander of the Enterprise Security Operations Center, FISMA Project Manager, and Security Division Audit Manager. While at the FBI, Holly provided significant contributions to their IT security and Enterprise Security Operations Center programs. In December 2008, she received the Assistant Attorney Generals Award at OJP for her creation of a robust IT Security Program.

Holly also concurrently serves as an Adjunct Professor at the George Washington University and the University Of Maryland, University College. She has a Master of Science in Computer Systems Management with a specialty in Information Assurance and holds two certifications, PMP and CISSP.

Dennis J. Heretick, former CISO, Department of Justice
Dennis is the former CISO at the Department of Justice and is now a consultant to industry and federal agencies. His work with federal agencies includes risk management and implementing mission driven information security priorities. He led the Justice Department in developing and enforcing IT security standards, and shaping the IT security planning process. He also led in Department initiatives to leverage IT security technology to facilitate information sharing. A comprehensive performance measurement report card and its related processes that he developed have ensured Justice’s security program and the efforts of its managers and technical staffs are performance oriented and based on desired customer outcomes.

In April 2005, Dennis was selected as the recipient of the Federal CIO Leadership Award. This award recognized his accomplishments in implementing a comprehensive Federal IT Security Program. Dennis was selected for the Federal 100 Award in 2006. Through his exemplary leadership in implementing innovative, enterprise-wide security solutions, the Department of Justice IT Security Council was selected for the SecurE-Biz 2005 Cyber Security Team Award.

Eric Cole, Director, Cyber Security Oversight, Department of Energy
Having served the Air Force, Federal Bureau of Investigation, National Institutes of Health and the Department of Energy, Eric Cole provides expert authoritative advice and guidance on information technology management forums to senior agency officials on managing information technology activities to meet department wide technology requirements including systems analyses, planning, measurement and technology applications. As Director of Cyber Security Oversight at the Department of Energy, Eric is responsible for regulatory compliance reporting, DOE's Program Cyber Security Plan, leading an IV&V team, serving a classified and unclassified Designated Approving Authority representative, acting as Headquarters Security Officer for personnel and physical security and fulfilling Contracting Officer Technical Manager responsibilities for cyber security activities for a $1.1B information technology services contract. Eric also founded the Dandy-Walker Alliance, Inc. and is an advocate of exploiting technology capability to deliver solutions to individuals living with a disability. He has testified before U.S. Congress and worked with Capitol Hill to introduce and pass legislation building wide bipartisan support to further research and support activities to increase public awareness, professional education, diagnosis, and treatment of various brain defects and conditions. Eric was appointed by President George W. Bush to the President's Committee for People with Intellectual Disabilities for a two-year term where he serves as Chairman of the Public Awareness Subcommittee and was appointed by Maryland Governor Martin O'Malley to serve on the Maryland Development Disabilities Council for a five-year term. Eric's formal education includes a M.S. in Information Assurance and B.A. in Government and Politics from the University of Maryland.
