SPEAKERS
Scott Cragg, Special Assistant to the CIO, U.S. Department of Veterans Affairs

Scott Cragg recently took the position of Special Assistant to the CIO at VA and formerly held the positions of Executive Director Virtual Lifetime Electronic Record and Deputy CIO, IT Enterprise Strategic Policy, Plans and Programs leading 7 of OI&T’s lines of business, amongst them Enterprise Architecting, Research and Innovation, IT Strategic Planning, IT Portfolio Management, and Program Management Oversight. Upon his arrival at VA in 2004 as VA’s Chief Enterprise Architect, he led the Agency’s efforts in Enterprise and Data Architecting, Enterprise Systems Development of Veteran-Centric Service Systems (Identity Management, Registration Eligibility and Contact Management), Interagency Data Sharing and EA/IT strategy development. Cragg’s prior government executive positions include Chief Information Officer, National Geospatial-Intelligence Agency, Deputy CIO – Operations, and Deputy Assistant Secretary–Technical Services, U.S. Department of and Urban Development.

Cragg began his career at the Naval Air Systems Command as an aerospace engineer, eventually holding the positions of Chief Engineer, EA-6B Carrier Based Electronic Warfare Aircraft Program; Director, Common Systems-Unmanned Aerial Vehicles Systems Directorate; Deputy Program Manager, Tactical UAV; Deputy Program Manager, Acquisition Information Systems; and Assistant Program Manager, Navy/Marine Corps Aircraft Global Positioning Systems at the Naval Space and Warfare Command. He ended his tenure with the Navy as senior staff officer for Marine Aviation in the office of the Deputy Assistant Secretary, Navy-Research, Development & Acquisition in the Pentagon.

Cragg was appointed to the Board of the Government Information Technology Executive Council in 2003, holds a Bachelor of Science degree in Aerospace Engineering from Boston University and a Master of Science degree in Engineering Administration of Research and Development from George Washington University. Scott is a former fellow with the Council for Excellence and has completed programs within the Intelligence Community Senior Leader Program, Naval Air Systems Command Senior Executive Management Development Program, and the National Defense University's Program Management Course. He is a designated Defense Acquisition Workforce Improvement Act (DAWIA) Program Manager, Systems Engineer and Information Specialist. In 2007 Cragg was selected as an “IT Federal 100” award recipient.

John Teeter, Deputy Chief Information Officer, Department of Health and Human Services
John Teeter is the Deputy Chief Information Officer and former Chief Enterprise Architect for the U.S. Department of Health and Human Services (HHS). In this role, he is responsible for all aspects of information resources management including several enterprise programs which include information technology strategic planning and performance management, information technology capital planning and investment control, enterprise security, information technology project management and the development, maintenance and use of the HHS enterprise architecture.

Teeter has served HHS for over 27 years in various capacities. He has held many positions in the areas of information technology project and program management but has focused his attention for the last several years on enterprise information resources management programs and enterprise architecture endeavors.

He began his career at the Social Security Administration (SSA), followed by work at both the Centers for Medicare and Medicaid Services (CMS) and the Centers for Disease Control and Prevention (CDC), where he was the CDC Chief Enterprise Architect. Teeter’s degree in biology, coupled with his study and experience in information technology, have allowed him to serve effectively in support of the health-related goals of HHS and as a participant in the broader Federal information technology community.

CAPT Michael Weiner, Chief Medical Officer for the Defense Health Information Management System (DHIMS)
CAPT Michael Weiner is the Chief Medical Officer for the Defense Health Information Management System (DHIMS). In this capacity, he is responsible for overseeing the development and deployment of the Department of Defense (DoD) electronic health record (EHR) systems operating in Military Treatment Facilities worldwide. As an advocate for the military’s medical community, CAPT Weiner advises DHIMS senior leadership and drives delivery of usable solutions to equip health care providers with technology that supports the usability and quality of software applications built to meet the military’s clinical needs. Capt. Weiner joined DHIMS from the Bureau of Medicine and Surgery where he served as the Director of Information Technology Plans and Policy, and Governance and Enterprise Architecture for the Chief Information Office of Navy Medicine. Capt. Weiner completed his residency in Internal Medicine at Balboa Naval Hospital in San Diego. His past assignments also include two tours as a flight surgeon in Cherry Point, N.C., and Rota, Spain.
CAPT Weiner is an active member of the American College of Physicians, the American Osteopathic Association and the American Telemedicine Association. He is the military representative to the Philadelphia College of Osteopathic Medicine Alumni Board. He is also a Certified Professional in Healthcare Information and Management Systems (CPHIMS) and certified by the National Defense University as a Chief Information Officer (CIO).

Ed Meagher, Director, Strategic Healthcare Initiatives, SRA International; former Deputy Chief Information Officer, Dept. of Veterans Affairs (moderator)
Edward Meagher currently serves as the Director of Strategy for Health Affairs in the Global Health Sector at SRA International, Inc. Prior to his current assignment, he served as the Deputy Chief Information Officer for the Department of the Interior, providing oversight and management for a billion-dollar IT portfolio. Additionally, his other past positions include the Deputy Assistant Secretary for Information Technology and Chief Technology Officer for the Department of Veterans Affairs. Meagher has over 25 years experience in information technology in both the public and private sectors. Meagher has received numerous awards in recognition of his performance, leadership and contributions in information technology, most notably, he was honored with a Federal 100 Award in 2001 and again in 2005 and the FCW Eagle Award in 2005. Meagher is an Air Force Veteran who served in Vietnam, he was born in Brooklyn, New York and attended the University of Dayton, Dayton, OH.
